In California, yes, if the personalization relies on selling or sharing data. The CCPA lets people opt out through a browser signal called Global Privacy Control.

The California Attorney General lists the right to opt out of the sale or sharing of personal information, including through a user-enabled global privacy control. Businesses covered by the CCPA must honor it.
What to build
Read the signal on the first page view. When it is on, stop sending data to ad and data partners for that visitor. Keep first-party features that do not sell or share data, such as showing items in stock nearby.
